SPOR EA - Cost Accounting for Long-term Care Beds - Context - 1/10

 

On Tuesday, May 13 we hosted an event to share our findings from a research literature scoping review to look at published research about cost accounting for operating a long-term care bed. We were looking for research that used evidence-based data to compare the cost of operating a long-term care bed in an institutional and a home-based (family caregiving) setting.


This research project was funded by Strategic Patient Oriented Research (SPOR) Evidence Alliance.


The topic selected for funding was, 

"Cost-effectiveness of home care versus assisted living facilities 
for individuals requiring additional supports"

This topic is of importance to individuals (and their families) who require home care or assisted living facilities. 

The intervention was an economic evaluation of home care costs (impact on productivity, well-being, QoL, overall health care). The comparator was an economic evaluation of beds in clinical, institutional (long-term care, assisted living) settings. The outcomes for this scoping review was to compare healthcare costs and quality of life between institutional and home-based long-term care bed operations.

SPOR Evidence Alliance conducted a preliminary feasibility assessment and found no reviews were identified during their scoping literature search. Their conclusion was there is scope to conduct further research in this area. 

On this basis, SPOR Evidence Alliance issued funding to support a formal Scoping Review and Cost Accounting comparison between institutionally-based and home-based long-term care bed operations.



The project was carried out under the institutional oversight of the University of British Columbia, Faculty of Medicine, through a dedicated research team working in the Centre for Clinical Epidemiology and Evaluation (C2E2).

We invited health system stakeholders to participate in developing learning community engagement in the area of operating long term care beds in institutional and home-based settings:

  • Family Caregivers
  • Health Providers
  • Health Policymakers
  • Health Researchers
  • Health Administrators
  • Health Decision-makers


The agenda for the day was divided into four main sections:
  1. Introductions
  2. Scoping Review Results
  3. Family Caregiving Cost Accounting Case Study Results
  4. Discussion
The first presentation shared out the results from the Scoping Review.

The second presentation shared out a case study of cost accounting from a home-based caregiving setting for a frail elder with complex needs.

These presentations were folowed by small group discussions guided by three questions:

  1. What have you learned from this session? What has surprised you?
  2. What are some policy implications from this project?
  3. What are specific next steps from a research perspective?
